This one's simple:
You need a cheap wallet with a few bucks in it and a fishing rod. Tie the fishing line to the wallet (have the money showing from the wallet a little), have the wallet lying on the sidewalk...as if it had fallen out of someone's pocket, sit up on a porch or balcony and when a bum comes by and grabs the wallet FISH ON!
