This classic prank is called invisible rope.

Get you and one friend and stand on one side of the road and the other person on the other side.

Act like you are pulling a rope. When a car comes by you you act like your pulling it.    p.s. do u heave to do it in CA.?    or you can shot at a random persons car with paint balls?
